Mastek wins Staffordshire council Oracle Cloud deal

Mastek has been selected by Staffordshire County Council to deliver an Oracle Cloud transformation programme covering finance, procurement, human resources and payroll.

The project will use Mastek's ADOPT-AI platform to create a single system for those functions at one of England's largest county councils.

Staffordshire County Council serves more than 875,000 residents and runs services across education, social care, highways and community services. As it updates its operating model, the council is seeking to replace legacy systems and standardise back-office processes.

The programme is intended to consolidate existing systems, improve data governance and reduce manual work across corporate services. It also comes as councils in England prepare for local government reorganisation and wider organisational change.

Mastek won the contract following a competitive procurement process. The selection was based on its Oracle Cloud experience, track record in UK local government projects, delivery approach and understanding of the council's objectives.

The award adds to Mastek's local government work in the UK and expands its Oracle Cloud activity in finance, procurement and human capital management. It operates in more than 40 countries and employs close to 5,000 people.

Back-office overhaul

The council's plan focuses on simplifying and standardising internal processes while giving managers better visibility across operations. The new platform is also intended to provide a foundation for further organisational change.

Corporate systems have become a growing focus for local authorities under pressure to control costs, improve oversight and adapt to changing service requirements. In many councils, finance, HR and procurement still rely on separate systems and manual processes.

Mastek will implement Oracle Cloud as the council's integrated platform across the four business areas. It presented the engagement as part of a broader shift among local authorities to modernise administrative functions while preparing for structural change.

Council priorities

Local government technology projects have taken on added importance as authorities seek better financial controls and more consistent data across departments. Integrated cloud systems are often used to bring together payroll, procurement, finance and HR records previously held in separate applications.

For Staffordshire County Council, the project is part of a wider effort to create a more agile and digitally enabled operating model. The council also wants systems that can support long-term transformation and possible future changes to organisational structures.
